How do I change the language?

Extensions did the necessary procedures to translate into Turkish. I created the PO and MO files. Send it says in the Article 9 PO and MO files. But there is no option to add files in the given link.
I added to the language folder I created the PO and MO files. But still it did not change the English language. How do I change the language?
