Can you use WP Affiliate Manager without PayPal Mass Payments? We live in Canada and this service is not available, you can’t even apply for it in Canada.
The process for approval is based on 6 months sales volume of $1M and even then, PayPal has to know your sales and they reach out to offer the service, it is not something you can apply for.

@TNHL, You can try the following:
1) Create a payout file (Affiliates > Manage Payouts)
2) Pay affiliates manually with your preferred method
3) Mark as paid in the plugin
