award commission on free paid membership pro level

Hi, everything with your plugin works great except it will not award a commission when a user signs up to my website as a free member using Paid Membership Pro

The settings in WP Affiliate Manager are set to pay a fixed amount per sale, and also the option to “Do not record zero amount commissions” is unchecked.

Is this behaviour by design, or can it be changed so people who sign up for free can be paid a commission?
