Limiting commisions to one for each IP

Is there a possibility to limit awarding commissions to one for each IP? I mean that I would like to give a commission only for the first purchase which a person who has opened the website from an affiliate link has made. Limiting this by setting the time of cookie duration probably will not work because a person can keep opening the website from an affiliate link so that te cookie file will be saved every time that the person open the site. Am I right and is there any other possibility to successfully limit this?
