Where can I see the affiliate payout dates? I see everything but that and have looked everywhere. Maybe it is right in front of me.

Are you talking about the day their commission is going to be paid out to them? Or the commission dates already paid out to them?

No. Your affiliates receive the money when you make the actual payout. You can do the payout once every month (or any other time that is convenient for you).

However you can generate a report to get a list of all the affiliate earnings that need to be paid. This is located under Manage Payouts tab.
