PayPal Affiliate Payout does not work at all.

I am testing the PayPal payout capabilities in Affiliate Manager and it will not work.
I have set the correct API settings in Live mode in the Settings / Payments area.
I setup a test affiliate that has an separate PayPal account and tried to send commission pay to his PayPal as a test and nothing happens.

Attached is a screen shot of the settings page in Affiliate Manager.

The PayPal setup document you have in the PayPal bundled step-by-step guide you have is outdated and is confusing now that PayPal’s setting have updated and changed.

Turns out my PayPal Business Account was not setup fro Mass Pay. Issue resolved.
