Success but No Reward

Hi There,

I have been trying to figure out why the affiliate fee isn’t applying even though it says it is applying. I’ve already had to manually process an affiliate fee… This worked during testing but now that I am live its not working. What am I doing wrong? This is one single transaction going from payment screen to Paypal and back. Notice it tries to award it a second time after I moved the state of the order! Not sure what that is! also, the date/time is completely wrong even though the website is set to the proper timezone.
